Mikhail Men was born on November 12, 1960, in the village of Semkhoz, Sergiev-Posad (Zagorsk) District, Moscow oblast.

He graduated from Gubkin Russian State University of Oil and Gas in Moscow majoring in thermal power engineering, as well as from Moscow State University of Culture majoring in stage direction and from Russian Presidential Academy of State Service holding a degree with distinction in jurisprudence.

In 1993-1995 he was the Deputy of the Moscow Regional Duma from the Sergiev-Posad District of the Moscow oblast, Member of the Committee on Legislation, Government Authority and Local Government.

In 1995-1999 Mikhail was the Deputy of the State Duma of the Federal Assembly from the 104th single-member constituency, which includes the Sergiev-Posad, Klin, Dmitrov, and Taldom districts and the town of Dubna of the Moscow oblast. He was the Deputy Chairman of the State Duma Committee on Culture.

In 1999 he was appointed Vice-Governor of the Moscow oblast, First Deputy Chairman of the Moscow Oblast Government. On November 22, 2005 the Ivanovo Oblast Legislative Assembly unanimously approved Mikhail Men, nominated by President Vladimir Putin, as Ivanovo Oblast Governor. On October 16, 2013 he resigned as Ivanovo Oblast Governor before the end of his second term.

On November 1, 2013 Mikhail Men was appointed Minister of Construction, Housing and Utilities of the Russian Federation.

Mikhail Men is the author of a number of books and publications. He holds a Candidate degree in philosophical sciences.

He is the recipient of state awards and awards of the Russian Orthodox Church, as well as of three letters of gratitude from the Russian President. In 2011 he was awarded the Order of Honour.

Mikhail Men is a member of the United Russia political party.
