Background
In 1883 he graduated from the Moscow Automobile Mechanics Institute. From 1997 to 1999 he studied at the Russian Presidential Academy of Public Administration.
He started working at the Federal State Budgetary Institution VNIIPO of the Ministry of Emergency Situations of Russia in 1993 in the field of technical regulation of fire safety.
