Background

Since June 2021, he has been the General Director of the autonomous non–profit organization National Agency for Qualifications Development.

Since November 2019, he has been Senior Director for Innovation Policy at the Higher School of Economics.

In 2018, he was awarded the class rank of full State Councilor of the 2nd class.

From 2004 to 2019, he worked at the Ministry of Economic Development of Russia, Director of the Department of Strategic Development and Innovation, Director of the Department of Social Development and Innovation, Director of the Department of Innovative Development, Director of the Department of Strategic Management (Programs) and Budgeting.

From 2000 to 2004, he was an advisor to the First Deputy Minister of Finance of the Russian Federation on a freelance basis.

Since 2001, he has been a researcher, Senior Researcher at the Higher School of Economics at the Institute for Enterprise and Market Analysis, and then at the Institute for Statistical Research and Knowledge Economics.

Since 1996, he has been a junior researcher at the Institute of Economic Problems of the Transition Period (Gaidar Institute for Economic Policy).

A.E. Shadrin has more than 60 publications, including in the journals: "Questions of Economics", "Political Research", "Securities Market", Problems of Economic Transition, in the series of preprints of the Higher School of Economics "Institutional Problems of the Russian Economy" and "New Economy – New Society – New State", in the series "Scientific Papers" of the E.T. Gaidar IEP, as well as reviews of the E.T. Gaidar IEP "Russian Economy: Trends and Prospects".

He participated in the authorship and scientific editing of a number of HSE publications on the implementation of cluster policy and the implementation of innovative development programs for companies with state participation, as well as publications of the Ministry of Economic Development of the Russian Federation on intersectoral cooperation in the social sphere.
