Background
The main research areas of R.T. Akbieva are: urban planning, surveys and design for construction; technical regulation, standardization and conformity assessment in construction, including expert and expert-analytical research; independent assessment of qualifications and development of professional education; study of problems of ensuring integrated urban planning safety and protection from natural disasters, optimal design in earthquake-resistant construction, the study of the seismic reaction of inelastic non-stationary systems, the reliability of redundant systems, adaptive seismic protection, vibration and seismic insulation, calculations and mathematical modeling for design purposes and solving engineering problems; innovation, engineering and consulting .
Under the guidance of R.T. Akbiev, R&D was carried out in the framework of the preparation and implementation of the Federal Target Program "Seismic Safety of the territory of Russia for 2002-2010", the Federal Target Program "Increasing the stability of residential buildings, major facilities and life support systems in seismic regions of the Russian Federation for 2009-2018", specialized regional target programs and integrated projects, one of the authors and developers of which, implemented in the Altai Republic, Buryatia, Dagestan, the Trans-Baikal and Kamchatka territories, Altai and Kemerovo regions, he is.
The result of these studies was the development in 2014, on the instructions of the Russian Ministry of Regional Development, of a Strategy for ensuring seismic safety in the Russian Federation.
R.T. Akbiev, his students and followers conducted computational and experimental studies, including vibration tests of models and fragments of buildings with "dry" joints, house-building systems made of precast reinforced concrete: "CUBE-2.5"; "KBK"; "BUK", "Series 1.120", RASK, from thin-walled bent profiles of production (Peter's Grad, etc.), using non-removable formwork (EVRODOM, DURISOL, KOFFOR, PLASTBAU, SOPOS, TECOLIT, etc.), floor slabs without formwork molding (MAGIS, other manufacturers), ventilated facade systems (KRASPAN, DIAT, MAVENT, BWM-FASADENBAY, RONSON, etc.), frame-panel wooden structures.
Akbiev R.T. actively participates in the creation of new and improvement of existing powerful modern vibrating machines and seismic platforms, which are used, including at the V.A. Kucherenko Central Research Institute; is the author of more than 50 scientific publications, has 10 (ten) inventions; participated in the development and examination of 20 (fifteen) relevant regulatory technical documents (GOST, SNiP, SP, SRT), more than 250 projects of special technical specifications (STU). Akbiev R.T. is one of the developers of the Joint venture 14.13330.2018 "Construction in seismic areas" (Amendment No. 1).
A number of new important topical issues on seismic safety of structures and cities were raised in the works of R.T. Akbiev for the first time, when, based on the results of the study of "seismic disaster scenarios", new approaches were proposed to assess and identify areas of increased (seismic, natural, man-made, man-made) risk in the general plan of the city.
As part of joint research with leading Soviet and Russian scientists Eisenberg Ya.M., Wilner M.Ya., Rogozhin E.A., etc., the foundations of a new direction of the International Scientific School "Seismic Safety of structures and Cities" were formed on the general topic "integrated urban planning safety", which is developing under his leadership as coordinator in the FSBI "TSNIIP of the Ministry of Construction Russia".
Akbiev R.T. is a practicing design engineer, an expert in the scientific and technical field (Ministry of Education and Science of the Russian Federation), an expert in design documentation and engineering surveys (Ministry of Construction of the Russian Federation), a developer and expert of 12 (twelve) fundamental professional standards in the field of urban planning and integrated urban security (urban planner, construction designer, surveyor, cost engineer, construction expert, etc.).
Under the leadership, with scientific and technical support and with the participation of R.T. Akbiev as an expert, more than 500 projects have been implemented for the construction and reconstruction of buildings and structures of various functional purposes and levels of responsibility.
Akbiev R.T. is one of the founders of international professional associations: the Eurasian SEISMO Association, the International Association of Civil Engineers and Calculation Engineers INTERCONSTROY, the International Expert Union (IEX), the author of the Unified Information SystemSEISMO-SAFETY.INFO ", editor-in-chief of the scientific and technical journals "Natural and man-made Risks.
