Background

During his time in federal government as director of the department and Deputy Minister, he participated in the development and adoption of a number of laws that shaped the legal framework of the construction industry, the formation of a modern system of technical regulation (for the first time since 2001, work was organized to update the SNIPS), and the regulatory framework for self-regulation in construction.

He implemented a serious anti-crisis project as the head of the Nostra staff, and managed to return transparency and manageability to the budget process.

As Managing Director of JSC FCPF, he has prepared and launched a number of projects in the field of transport, social and financial infrastructure.

As chairman of the commission of the Public Council of the Ministry of Construction of the Russian Federation, he took an active part in the development of documents on the implementation of the concept of technological and price audit of public sector projects in accordance with the "May decrees" of the President.
