Graduated from the Academy of Labor and Social Relations with a degree in Law. Moscow State University of Civil Engineering - Bachelor's degree in Economics.

Deputy Chief of Staff of the National Association of Prospectors and Designers.

Since 2012, he has been working on the development of qualification requirements (professional standards) in the construction sector, organizing the activities of Professional Qualifications Councils, introducing independent qualification assessment, the national register of construction professionals and other projects related to the staffing of the construction industry. 

Social activities:

• Chairman of the Committee of the Russian Union of Builders for the Development of Vocational Education and Employment Promotion in the Construction Industry;
• Secretary of the Commission of the Public Council under the Ministry of Construction of the Russian Federation on vocational education and human resources in the field of construction and housing and communal services."
