Mikhail Alexandrovich Men was born on November 12, 1960 in the Semkhoz settlement of Sergiev Posad (Zagorsky) district of the Moscow region.
Graduated from the Gubkin Moscow Institute of Petrochemical and Gas Industry, specialty "Industrial Thermal Power Engineering". As well as the Moscow State University of Culture, specialty "Directing", the Russian Presidential Academy of Public Administration (with honors), specialty "Jurisprudence".
In 1993-1995, he was a deputy of the Moscow Regional Duma from the Sergiev Posad district of the Moscow Region, a member of the Committee on Legislation, Government and Local Self-Government.
In 1995-1999, he was a deputy of the State Duma of the Federal Assembly of the Russian Federation from the 104th single-mandate district, which includes Sergiev Posad, Klin, Dmitrovsky and Taldomsky districts of the Moscow Region, as well as the city of Dubna near Moscow. In 1999, he was appointed Vice-Governor of the Moscow Region and First Deputy Chairman of the Government of the Moscow Region. On November 22, 2005, the Legislative Assembly of the Ivanovo Region unanimously approved the candidacy of Mikhail Me for the post of Governor of the Ivanovo Region, submitted by Russian President Vladimir Putin. On October 16, 2013, he left the post of Governor of the Ivanovo region ahead of schedule.
On November 1, 2013, he was appointed Minister of Construction and Housing and Communal Services of the Russian Federation.
Mikhail Men is the author of a number of books and publications. Candidate of Philosophical Sciences.
He has state awards and decorations of the Russian Orthodox Church. His work has been marked by three commendations from the President of the Russian Federation. In 2011, he was awarded the Order of Honor.
He is a member of the All-Russian political party "United Russia".
