Leonid Bandorin

Background

Associate Professor of the Department of Environmental and Land Law, Faculty of Law, Lomonosov Moscow State University, Candidate of Law.

In 1997, he graduated from the Faculty of Law of Lomonosov Moscow State University.

On December 14, 2011, he defended his PhD thesis on the topic "Permitted use of land plots" there.

He has significant experience in legislative work at the federal level. He was a member of the working groups on the preparation of drafts of the Water Code of the Russian Federation (2002), the Forest Code of the Russian Federation (2002-2003). He was a member of the development group of the "Package of federal laws on the formation of the affordable Housing market" (a total of 25 draft laws, including the Urban Planning Code of the Russian Federation and the Housing Code of the Russian Federation) (September 2003 — December 2004).

He is a regular participant in scientific, methodological, practical and educational seminars in the field of land, property and urban planning relations.

In 2005-2006, he provided legal support for the implementation of the national project "Affordable and Comfortable Housing for Russian Citizens," including the preparation of Federal Law No. 232—FZ dated December 18, 06 "On Amendments to the Urban Planning Code of the Russian Federation and Certain Legislative Acts of the Russian Federation."

He participated in the formation of the regulatory legal framework in the field of urban planning regulation in the subjects of the Russian Federation (Samara region, Republic of Tatarstan) and municipalities, including in the preparation of rules for land use and development (the cities of Perm, Yekaterinburg).

In 2021-23, he served as First Deputy Chairman of the Commission on Housing, Construction and Roads of the Civic Chamber of the Russian Federation.
