Boris Latkin

Background

In 1986 he graduated from the Leningrad Higher Artillery Command School. Red October, where, after graduation, he continued his service with the rank of officer.

In 2008, he received his second higher legal education at the Interregional Institute of Economics and Law.

In 1998, he founded Elite Stroy LLC, where he implemented his first comprehensive construction projects in St. Petersburg until 2002.

From 2002 to 2014, he held the position of Deputy General Director and member of the Board of Directors of JSC Ring Highway – Leningrad Region.

Since 2014, he has held the position of General Director of Rocket Group LLC.   He has implemented such projects as:

• pilot project Technopolis Kudrovo for the Leningrad region;
• digital model for risk assessment and management in construction projects;
• The rTIM platform is a digital platform for supporting management decisions in the field of territory modeling.

He is a member of the following professional organizations and government councils:

1. Russian Guild of Managers and Developers (RGUD);
2. Smart Saint Petersburg Project Office at  The Government of St. Petersburg;
3. NTI ITMO National Center for Cognitive Research, member of the consortium;
4. Technical Committee for Standardization 164 "Artificial Intelligence" (TC-164);
5. Technical Committee for Standardization 505 "Information Modeling";
6. ANO "St. Petersburg Club of Specialists in Business and Government Interaction" (St. Petersburg GR-club), member of the club.
