Kapyrin, as head of the Scientific and Technical Department of the National Research University MGSU, solves the tasks of coordinating projects within the framework of scientific and technical activities carried out by the scientific departments of the university, develops the material and technical base of the university in order to ensure a high level of scientific research in promising areas of construction science, implements the development of the university's human resources through the involvement of students and postgraduates and young scientists to solve high-tech applied problems in construction.

Deals with issues of strategic planning and implementation of scientific and technical (practical) activities of scientific departments of the university: research institutes, scientific and educational centers, laboratories and scientific and technical centers. Manages complex projects for scientific and technical support of engineering surveys, preparation of design estimates and construction, as well as organizes testing and research using modern equipment (more than 1800 units of scientific equipment and specialized equipment).
