Background
In 1998, after completing the Yekaterinburg Suvorov Military College, he entered and graduated from the Ural State University of Economics in Yekaterinburg with a degree in Economics in Information Technology. From 2008 to 2019, he took various advanced training courses and courses among the latest, a project management course based on the PMI PMBOK standard and the 6 Personal and Managerial Competencies of a Project Manager (RANEPA) within the framework of the Decree of the Government of the Russian Federation dated October 15, 2016 No. 1050 "On the organization of Project Activities in the Government of the Russian Federation".
In 2019, he successfully completed professional retraining with a state-issued diploma in the qualification of Head of Digital Transformation (RANEPA) with the right to conduct professional activities in the field of public and municipal administration.
Yu.V. Gushchin's career in the budgetary and public sector began in 2014. From February 2014 to June 2016, he was hired as Deputy Director of the SB Medical Information and Analytical Center, where he was responsible for the information and telecommunications infrastructure of healthcare in the Sverdlovsk region. Since June 2016, he has been the head and director of the Medical Information and Analytical Center, where he led the digitalization of healthcare in the Sverdlovsk Region.
Since July 2018, he has been employed by the Director of the executive authority of the Department of Informatization and Communications of the Sverdlovsk Region. In 2021, he created the Ministry of Digital Development and Communications of the Sverdlovsk Region from the Department.
He received commendations from the Ministry of Health of the Sverdlovsk Region and certificates of honor from the Governor of the Sverdlovsk Region and the Minister of Digital Development, Communications and Mass Media of the Russian Federation.
He was awarded the commemorative badge of the Governor of the Sverdlovsk region.
