Background
He graduated from the Kazan Civil Engineering Institute.
He started his professional career as an architect at the design institute "Kazgrazhdanproekt". He worked as the chief specialist of the urban planning department of the Goskomarchstroy of the TSR, director of the Republican Scientific, Methodological and Design Center for Architecture and Urban Planning of the Goskomarchstroy of Tatarstan and a number of other design institutes in Kazan.
Since April 2011, he has been the 1st Deputy Director of the Moscow General Planning Institute.
