He graduated from the Higher School of Economics State University, and completed postgraduate studies at the Faculty of Economics of the Lomonosov Moscow State University.
- Since 1985, he has worked at the Central Research Institute of Economics and Information of the Coal Industry.
- After serving in the army, he worked at the Moscow Regional Construction and Restoration Trust.
- Since 1995– he has been working in the legislative and executive authorities of the Moscow Region.
- Since 1998 – Head of the Inspectorate for Control of Prices, Tariffs and Licensing Activities of the Moscow Region Administration, then – Assistant to the First Vice-Head Administration of the Moscow Region for Economic Policy and Development.
- From 2000 to 2002, he was the Chief Adviser to the Vice-Governor of the Moscow Region.
- Since January 2003 – Head of the Office of the Deputy Mayor of Moscow in The Moscow Government for Inter-Regional Relations.
- From December 2005 to December 2010 – First Deputy Chairman of the Government of the Ivanovo Region, Head of the Economic Development Complex of the Ivanovo Region, Head of the Representative Office of the Government of the Ivanovo Region under the Government of the Russian Federation.
- In 2011, he was appointed Deputy Head of the Federal Agency for Tourism. He supervised the investment and construction block of the Federal Target Program "Development of domestic and Inbound Tourism in the Russian Federation 2011-2018".
- Since December 2014, by order of the Minister of Construction and Housing and Communal Services of the Russian Federation, he has been appointed Director of the Federal Center for Standardization, Standardization and Technical Conformity Assessment in Construction.
