
Background
He graduated from the Leningrad Higher Military Engineering College of Communications in 1979, the Military Academy of Communications in 1986, the International Banking Institute in 2002, and the Law Faculty of St. Petersburg State University in 2003.
He served in the Armed Forces of the USSR as a teacher and researcher at the university. Candidate of Technical Sciences, author of more than 80 scientific papers and inventions in the field of control theory and communications.
From 1990 to 1998, he worked as the head of a number of enterprises specializing in the design, construction and supply of technological equipment.
From 1998 to 2007 and from 2009 to 2011 - Deputy of the Legislative Assembly of St. Petersburg.
From 1999 to 2003, he was Deputy Chairman of the Budget and Finance Committee and represented the interests of the Legislative Assembly of St. Petersburg in the Investment and Tender Commission of the city.
On April 6, 2007, by the decision of the Council, he was elected to the position of General Director of the Association "Construction and Industrial Complex of the North-West". In April 2008, he was also elected Vice-president and General Director of the Self-Regulatory Association of Builders of St. Petersburg, which in the fall of 2008 was reorganized into NP "Association of Builders of St. Petersburg", and in March 2016 - into SRO A "Union of Builders of St. Petersburg". Since 2009, he has also been the Vice President and CEO of NP, and then SRO A "Union of Designers" and SRO A "Union of Prospectors".
From 2010 to 2011, he was the coordinator of the National Association of Builders in the Northwestern Federal District.
From October 2011 to January 9, 2017 - coordinator of the Association "National Association of Builders" in St. Petersburg. Since 2010, he has also been the official representative of the National Association of Designers in the Leningrad Region.
In March 2016, he was elected a member of the Board of the National Association of Builders.
