Victor Ageev

He has more than 25 years of experience in public and municipal service in the management of financial, economic, investment and property blocks at the level of a municipality, a large regional center and a constituent entity of the Russian Federation.

From 2023 to 2025, he held the positions of Deputy and first Deputy Director of the State Agrarian University "Moszhilniiproekt" (a subordinate institution of the Department of Capital Repairs of the Moscow Government).

""Since September 2025, he has been the First Deputy General Director of the Institute of Urban Economics Foundation (Moscow), Director of the "Urban Planning and Real Estate" department. He provides research, expert and scientific-practical activities in the fields of managing the economic development of regions and municipalities, property and land relations, public-private partnerships, urban planning policy and agglomeration development, and also organizes a public dialogue on topical issues of urban economic development. He takes an active part in the examination of draft laws and the preparation of proposals for improving urban planning policy.

He is an expert of the Interparliamentary Assembly of the Commonwealth of Independent States (CIS) on economics, finance and public-private partnership. He is the author of the CIS model regulatory framework in the field of PPP.

Heads the project office "Municipal Property and Municipal-Private Partnership" of the Union of Russian Cities.
