1977–1985: was employed by the House-Building Plant No. 2, became the head of the Construction Department No. 84.
1985–1990: was employed by CPSU’s Municipal Committee and Regional Committee as Coach of the Construction Department, Head of the Construction and Urban Services.
1990–1992: Deputy Chairman of the Krasnoyarsk Municipal Executive Committee for Construction.
1992–1993: Director of the Architecture and Urban Development Department of the Administration of Krasnoyarsk.
1993–1996: Chairman of the Architecture and Urban Committee of the Administration of the Krasnoyarsk Krai, Deputy Head of the Administration of the Krasnoyarsk Krai.
1996–1998: Deputy Governor of the Krasnoyarsk Krai for Social Services.
From 1998, First Deputy General Director of ZAO Slavneft–Krasnoyarskneftegaz (CJSC).
In 2000, was elected as a deputy of the Krasnoyarsk Municipal Council for the 7th single-member constituency of the Sovetsky district.
On 8 October 2002, was appointed as Deputy Governor of the Krasnoyarsk Territory for Industrial, Civil, and Road Construction.
From 30 January 2004, supervises the field of housing and utility services.
From 15 July 2008, Minister of Construction and Architecture of the Krasnoyarsk Krai.
On 12 April 2010, was appointed by Governor of Krasnoyarsk Territory, Lev Kuznetsov, as the deputy governor coordinating the external-relations authority of the administration of the Krasnoyarsk krai’s head, the permanent delegation of the Krasnoyarsk krai to the Government of the Russian Federation, and the interaction with the Taymyr and Evenk municipal districts.
In December 2011, was elected as a deputy of the Legislative Assembly of the Krasnoyarsk Krai.
On 19 June 2014, Interim Governor of the Krasnoyarsk Krai, Viktor Tolokonsky, signed a decree appointing Nikolay Glushkov as the regional minister of construction and architecture.
Since October 2014, Minster of Construction, Housing and Utilities of the Krasnoyarsk Krai.
