The historical centers of large cities are actively developing and being built up. The authorities and developers, while preserving the historical heritage, are building new facilities, intertwining the past and the present. Before construction, experts conduct historical and cultural examinations, during which they can discover a cultural layer or identify objects of archaeological heritage. What should the developer do in this case, and is the construction prohibited? What financial and legal consequences await the developer when "revealing a new story"? And what does the investor get, in addition to additional risks, for the redevelopment of the city center?
