Urban development today takes place in a competitive balance of interests of landowners, developers, innovative businesses and investors. At the same time, it is necessary to tactfully work with the interests of residents, who, as a rule, are represented by government authorities, but lately they have been declaring themselves more and more loudly directly, nominating urban activists who are rapidly enriching themselves with knowledge and competencies in urbanism.

Urban development management processes are becoming more complex and diversified – in addition to the simple "developer-government" relationship, more complex models of finding a balance of urban density, efficiency and comfort are emerging (and will continue to appear in the near future).

Having been guided by "Western" models of urban transformation for several decades, we are practically not familiar with what the rich, diverse and powerful culture of the Eastern countries offers us in this regard. India is an interesting example of a combination of centuries–old traditions of urban development that have adapted European approaches to urban regulation and, partly, English urban law. In this context, the exchange of views on issues of urban regulation and management of urban development in large and dynamically developing cities of Russia and India is particularly interesting from the point of view of searching for mutually enriching practices.

In the future, the 100+ forum site may become an entry point to the Russian space for Indian, and subsequently Chinese, Arab and other urban planners and architects, a guide of Russian construction technologies to the markets of the global South and East, and a point of exchange of architectural and urban planning knowledge.

Suggested issues for discussion:

1. Standards and regulations – which building and social load parameters are regulated by legislation

2. Regulatory mechanisms: the state rationing system, building rules, design codes, individual regulations for specific projects. Practice

3. Social obligations of the state and the municipality in the implementation of development projects. Sources of financing of obligations.

4. Examples of building projects (development projects) with an emphasis on integrated development and the implementation by the developer of socially significant facilities – parks, public spaces, sports and cultural facilities, etc.
