The session is devoted to topical issues of implementing infrastructure obligations of developers in the context of changing federal and regional regulations.

Today, the construction business faces new challenges: developers must not only build residential areas, but also form a full—fledged infrastructure - social facilities, transport, engineering networks. The comfort of the urban environment and the attractiveness of new areas directly depend on how well infrastructure obligations are fulfilled.

However, the current mechanisms often raise questions.: How are costs allocated, which contractual models are chosen, and where is the line of responsibility between government and business?

Federal legislation is gradually forming new tools, regions are looking for and implementing their own solutions, but the market is faced with regulatory gaps, heterogeneous judicial practice and additional burdens for developers. In these circumstances, it is especially important to discuss which models of infrastructure commitments will work in practice, how to make them transparent and predictable, and what measures will help developers implement projects sustainably.
