A master plan is a comprehensive strategic document that defines the long-term development of an urban area, taking into account economic, social, environmental and cultural factors. In a rapidly changing world, urban growth, and new challenges, master planning is becoming particularly relevant. Modern master plans should be flexible, sustainable, inclusive and focused on improving the quality of life of citizens. Master planning was not previously regulated and standardized, only in 2024 by the state Development Corporation VEB.The Russian Federation" together with the Ministry of Construction of Russia published the National Standard of Master plans, but approaches to master planning are still different.
