National Association of Builders (NOSTROI)
Russia's largest association of self-regulatory organizations (SRO). NOSTROI unites more than 98,000 construction companies comprising 223 SROs in 74 regions of the Russian Federation, including the Republic of Crimea.
The National Association of Builders was established on November 10, 2009 by decision of
I All-Russian Congress of Construction Self-regulatory Organizations (SRO) in accordance with the direct norm of the Urban Planning Code of the Russian Federation.
On April 22, 2019, Anton Nikolaevich Glushkov was elected President of NOSTRA at the XVII All–Russian Congress of Self-Regulatory Organizations in Construction. 94.4% of the voting delegates voted for his candidacy.
Today, NOSTROI is one of the key expert platforms for discussing topical issues of the construction industry. As part of the work of the Technical Council, the Expert Council on Improving Legislation in the Construction Sector and the NOSTROI Scientific Advisory Commission, as well as committees of the National Association, SRO and construction companies, together with government authorities, public organizations and representatives of the professional community, develop collegial solutions for the reform and development of the construction complex.
Since 2015, NOSTROI has been maintaining a Unified Register of SRO members, and since 2017, the National Register of Specialists (NRS). As of August 2022, more than 252,000 specialists are included in the LDC.
By order of the Government of the Russian Federation, NOSTROY has been designated as the organizer of the National Professional Skills Competition STROYMASTER and the Professional Skills Competition for IT in the construction industry.
By the decision of the National Council for Professional Qualifications under the President of Russia, NOSTROI has been authorized by the Council for Professional Qualifications in Construction since 2014 and is developing professional standards in the construction industry, organizing an independent assessment of qualifications in construction professions. In August 2020, NOSTROI jointly with the National Research University MGSU conducted the first professional qualification assessment exam – this experience has been scaled throughout the country. Currently, there are 27 Qualification Assessment Centers (CCCs) and 49 examination centers (ECCS) in 43 regions of the Russian Federation, and more than 1,600 exams on working and engineering qualifications have been conducted. In particular, in the Siberian Federal District there are two CSCs in the cities of Krasnoyarsk and Kemerovo, and two ECS in Irkutsk and Novosibirsk. A total of 27,489 Siberian construction specialists passed the exams, 2,310 of them in the Tomsk region.
At the initiative of NOSTRA, amendments have been adopted to the GRC of the Russian Federation, thanks to which, starting in 2020, construction companies – members of self-regulatory organizations can use loans from SRO compensation funds.
In the spring of 2022, NOSTROI, with the support of the Russian Ministry of Construction, launched the Import Substitution Catalog, an electronic service for quickly selecting analogues of construction materials, products, equipment, machinery and mechanisms of foreign manufacture in the Russian Federation or friendly countries. The catalog contains more than 1,400 items from hundreds of foreign manufacturers, most of which have their respective counterparts selected (1,210 items). To date, 38 experts involved in the preliminary review of the submitted applications are representatives of construction organizations and manufacturers of building materials. They are considering 211 applications to supplement the Catalog with domestic analogues of imported materials and 25 applications to search for alternative products. In the catalog of import substitution of building materials, 85.5% of the names have already found analogues. There are opportunities for the development and strengthening of Russian manufacturers.
NOSTROI, on behalf of the Ministry of Construction of the Russian Federation, continuously monitors the implementation by the regions of the country of federal legislation in the field of construction, including Decree of the Government of the Russian Federation No. 1315 (revision of the cost of construction contracts due to rising prices for building materials), Decree of the Government of the Russian Federation No. 331 (mandatory application of TIM in construction when concluding state and municipal contracts), Federal Law No. 494-FZ (implementation of the mechanism of integrated territorial development).
