Improvement of the urban environment is on the agenda of the 100+ Forum Russia
A forum dedicated to the implementation of the national priority project to create a comfortable living environment in Russian cities was held in Saratov. Representatives of the organizing committee of 100+ Forum Russia took part in the business events of the forum "Environment for Life. Apartment and City" and held talks with specialists from the Strelka Moscow Institute on the preparation of joint events at the 100+ Forum Russia in Yekaterinburg.
A round table "Cities of the Future: an environment for development" was held in Saratov with the participation of Andrey Chibis, Deputy Minister of Construction and Housing of the Russian Federation. During the discussion, officials and experts discussed what a comfortable environment should be in cities of different sizes and how to implement landscaping projects so that their results are preserved for a long time.
The Environment for Life Forum has become a large-scale event for the townspeople. In addition to business and educational events, the City Weekend festival was held on the central embankment for two days. Free guided tours of the city were held for everyone, and a mass 5 km race was held. The city events ended with a concert and fireworks. The historical lighting was restored on the bridge connecting Saratov and Engels.
The conversation about the formation of a modern urban environment began at the first forum "Environment for Life: New Standards of Housing construction and Landscaping" in Innopolis (Republic of Tatarstan) in 2016. Then the first international forum on the design of the residential environment was held. One of the tasks of the organizers was to create a working platform for a constructive dialogue between the expert community, developers, developers, government officials, architects and designers, and citizens.
The urban modernization project "Housing and Communal Services and the Urban environment" is initially planned for three years, and the most important of them is 2017, the pilot year. The main goal is to create a comfortable urban environment throughout the country. As part of the project, in 2017, financing of regional landscaping projects from the federal budget will amount to 20 billion rubles. The first improvements will affect courtyard areas in most regions of Russia. All municipalities of the country with a population of more than a thousand people are included in the project, there are 12.1 thousand such municipalities in the Russian Federation.
AHML and Strelka Design Bureau are working on the creation of unified standards for the improvement of Russian cities. An urban environment quality index is being developed that evaluates five different parameters: safety, comfort, modernity, identity and environmental friendliness. Housing, landscaping and water space, public and business infrastructure, social and leisure infrastructure, street infrastructure and citywide space are evaluated.
With the support of the Ministry of Construction and Housing of the Russian Federation and organized by AHML and Strelka Design Bureau, the first national architectural competition was held to develop concepts for the development of key public spaces in 15 Russian cities: Astrakhan, Vladimir, Vladikavkaz, Volgograd, Izhevsk, Kaluga, Kemerovo, Lipetsk, Stavropol, Ryazan, Tomsk, Ulyanovsk, Khabarovsk, Cheboksary, Chelyabinsk.
All the projects were shown at the exhibition of the forum "Environment for Life. Apartment and City", where the results were officially summed up and the winners were awarded. The city administrations will take over the implementation of the developed projects, and in the coming years new leisure spaces for citizens will appear in the cities.
Mikhail Men, Minister of Construction, Housing and Communal Services of the Russian Federation, noted at a meeting of the organizing committee of the 100+ forum in Moscow that the 100+ Forum Russia platform is best suited for discussing the implementation of a program to create a comfortable urban environment, facilitating the involvement of both representatives of the professional community and active citizens in a constructive dialogue. "This is the only large-scale public event in the country that talks about construction not in general, but on specific scientific and technical topics. They are largely related to the activities of the Russian Ministry of Construction and its subordinate institutions. And this year we will include in the program the implementation of a priority project to create a comfortable urban environment," said Mikhail Men, Minister, Chairman of the organizing committee of the forum.
As part of the 100+ Forum Russia business program, on behalf of the Russian Ministry of Construction, a thematic session is planned on the implementation of the urban modernization project, as well as two round tables with the participation of representatives of the Strelka Institute.
