In 2017, a set of rules on fire safety of high-rise buildings will be developed.

A meeting of the working group on determining the priority categories of facilities for which special technical specifications have been developed was held in Moscow, chaired by Elena Sierra, Deputy Head of the Russian Ministry of Construction. The meeting was attended by representatives of the organizing committee of the 100+ Forum Russia and the Center for High-altitude Competencies Vera Belous and Denis Galiev. One of the main tasks of the working group is to identify the most frequently repeated There are safety requirements that are not included in existing regulatory documents.

During the meeting, Elena Sierra noted that in 2016, more than 1,200 CTS were submitted to the Ministry of Construction of Russia for review and examination, in 2015 — 1210, in 2014 — 755. Representatives of Moskomexpetiza, FAA "FTS" and the Ministry of Construction of Russia noted that the largest number of STUS are being developed to meet the fire safety requirements of high-rise buildings. Most often, calculations of special technical conditions for wind and snow loads, resistance to progressive collapse, for emergency situations, as well as calculations for construction in earthquake-prone areas and in densely populated areas are required.

Next year, the FAA "FTS" has planned the development of a number of sets of rules that will help minimize the number of STAS being compiled. To the list The joint venture for 2017 includes the joint venture "High-rise buildings and complexes. Fire safety requirements". According to the organizing committee of the 100+ Forum Russia, the development of such a regulatory document is extremely necessary for the effective design of high-rise buildings, since so far fire safety standards for residential buildings above 75 m and public buildings above 55 m have not been established anywhere. Each newly designed object exceeding these values requires additional development of the STU for "fire safety". Also, to increase the reliability and safety of capital facilities, as well as to speed up the design and approval process, it is planned to approve a number of new sets of rules: joint venture "Prevention of progressive collapse of structures of buildings and structures. Design rules", Joint venture "Buildings and structures subject to dynamic impacts. Design rules", Joint venture "Streets and roads of settlements. Design rules", Joint venture "Transportation hubs. Design rules".

Recall that in 2016, two new sets of rules were developed governing the design of high-rise buildings: the joint Venture "High-rise Buildings and Complexes" and the joint Venture "Engineering Systems of High-rise Buildings".

A working group to identify priority categories of facilities for which special technical conditions have been developed was established in 2016 at the Ministry of Construction, Housing and Communal Services of the Russian Federation. The purpose of the working group is to analyze and identify the main regulations and requirements in the special technical conditions approved by the Ministry of Construction of Russia and the Ministry of Emergency Situations of Russia for their subsequent inclusion in the codes of practice. Specialists from research institutes, specialized universities and design organizations are involved in the work on the examination of the STU.
