TSNIIEP Housing has started developing a joint venture for the design of high-rise buildings and complexes

A meeting of the Interdepartmental Working Group on the formation and coordination of the development of a regulatory and technical framework for the design, construction and operation of high-rise buildings in Moscow was held. The meeting was attended by representatives of TSNIIEP Housing, NIIZHB, NIIOSP, NIISF, Gorproekt, TectoplanF, VAN Design Bureau and Santekhniiproekt.
The proposals of the Central Research Institute of Housing for the development of a set of rules "Multifunctional high-rise buildings and complexes" were submitted for consideration by the working group. Design rules". In particular, proposals on the distribution of work performed between the involved co-executors and the draft content of the document itself.
After analyzing the draft content of the joint venture, the experts of the CVC expert group note that the developers have taken into account all the requirements for the structures of high-rise buildings and complexes, as well as the specifics of the design. The following sections are included in the content of the Joint Venture:
- architectural and planning solutions and functional components of high-rise buildings and complexes;
-loads and impacts (including seismic, wind, and protection from progressive destruction);
- constructive solutions (including the determination of the level of responsibility and the reliability coefficient according to the level of responsibility);
- foundations and foundations;
- structural solutions of the underground part;
- structural solutions of the aboveground part (including requirements for external enclosing structures);
- heat supply, heating, ventilation, air conditioning and refrigeration
(including boiler room design);
- water supply, sewerage and drains;
- elevators (including calculation of their number);
- waste disposal and dust removal;
- power supply, electrical devices, electric lighting;
- automated complexes, communications and informatization;
- measures to ensure sanitary and hygienic and environmental requirements;
- safety of functioning of engineering systems;
-scientific and technical support measures for the construction and operation of high-rise complexes in terms of monitoring;
- measures to ensure security and counter terrorist acts.
However, according to experts, the list does not include the most important section on fire safety of high-rise buildings and complexes. To date, there is not a single approved regulatory document regulating fire safety requirements in high-rise construction. There are only methodological recommendations, and for every residential building above 75 m and a public building above 55 m, it is necessary to develop a fire safety management system. Experts believe that the Code of Rules, which is currently being worked on by leading experts from research institutes, must include a section on fire safety regulation. Otherwise, after the approval of this joint venture, as before, it will be necessary to develop a fire safety standard for each newly designed facility, pay additional money for it, undergo an expert examination, and approve.
The CVC expert group is preparing a proposal to the Ministry of Construction of the Russian Federation to include a fire safety section in the structure of the developed Code of Rules.
