The capital of the Urals is the center of high-altitude competencies

The results of the 100+ ForumRussia forum held in 2014 are fixed in the Roadmap, one of the points of which is the creation of a permanent, non–profit professional organization in Yekaterinburg - the Center for High-rise and Unique Competencies in Construction. On January 30, the organization was established by the decision of the organizing committee of the 100+ ForumRussia forum and officially began its activities.

An experienced specialist, Marat Rafaulevich Sharafislamov, was invited to head the Center for High-altitude Competencies. And for good reason: both Yekaterinburg skyscrapers – Vysotsky and the Iset tower were built with his direct participation. As chief engineer, he supervised the construction of a monolithic frame of buildings, so he knows firsthand all the problems of high-rise construction. We asked him to tell us about the work of the Central Exhibition Center.

- Marat Rafaulevich, the Center for High-altitude and Unique Competencies has started its work. What are the main goals and objectives of this organization?

- The main activities of our center will be participation in the development and approval of regulatory and technical documents in the field of unique and high-rise construction, participation in solving issues related to reducing administrative barriers. In the future, we plan to facilitate the transition from individual rationing in the form of CTS to regular rationing of the design and construction of facilities in Russia with a height of up to 100 meters.

- What are you planning to do for this?

- We have already taken certain steps. Representatives of the Central Exhibition Center and the Organizing Committee of the forum are included in the Interdepartmental Working Group on the formation of a regulatory and technical framework for the design, construction and operation of high-rise buildings in Moscow. It was created by the Department of Urban Planning Policy of the City of Moscow at TSNIIEP Housing. The purpose of the working group is to form a list of documents that need to be developed to create a regulatory framework for residential buildings above 75 meters and for public buildings above 55 meters. Based on this list, a technical task will be drawn up for the competition to select the organization that will develop the documentation. The competition will be announced in the spring. I would like to note that the task of the interdepartmental working group is to develop a "high-altitude" regulatory framework not only for Moscow, but also for the country as a whole. Theoretically, by the end of 2016, the construction industry can receive universal regulatory and technical documents that are valid at the federal level and simplify the design and construction of buildings up to 100 meters high.

- What documents are guided by the builders of the "skyscrapers" now and what are their disadvantages?

- For each projected and constructed residential facility above 75 meters, individual CTS are developed, sent for approval to the Ministry of Construction of the Russian Federation, approved there, and only then, based on them, project documentation is developed, which still needs to be examined in Moscow. As a result, the process of obtaining permits can take more than three years. This is a lot for the current pace of construction. Currently, the construction of a 25-storey residential building takes just over a year. That is why there is an obvious need to unify the regulatory and technical framework for buildings up to 100 meters and ensure that permits can be obtained directly in the regions, rather than in federal organizations, as is being done now. At the end of 2014, the FSBI "TSNIIP of the Ministry of Construction of Russia" hosted a seminar on the development and practical application of STU for design. In order to develop a unified position of the professional community on the issues identified at the seminar, it was decided to organize an expert group, whose main task is to finalize existing and develop new documents necessary for the development, examination and approval of special technical conditions in accordance with the established procedure. Our regional specialists are ready to join the expert group.

- Probably, such serious work can be carried out with the participation of a large number of specialists in the field of design and construction?

- Yes, that's right. Representatives of government authorities exercising competence in the field of regulating construction activities, as well as non-profit organizations uniting members on a professional basis (architectural, design, survey and construction industries), and other enterprises engaged in the field of design, construction and operation should participate in the work of the center. That is why it was decided to invite to participate in the activities of the Central Exhibition Complex FSBI TsNIIP of the Ministry of Construction of Russia, JSC SIC Stroitelstvo, the Union of Architects of Russia, FSBI Russian Academy of Architecture and Building Sciences, JSC TSNIIEP Housing, the National Association of Builders, the National Association of Designers and Surveyors, NP AVOK and other interested organizations.

UralNIIproekt RAASN, as a branch of TsNIIP of the Ministry of Construction of Russia in our region, has already confirmed its intention to support the activities of the Central Exhibition Complex.

In short, there is a lot of work to be done, and we hope that the Central Exhibition Complex will truly become a center for accumulating best practices and best practices in high-rise construction.
