The set of rules was developed by TSNIIEP Housing together with TSNIISK named after A.V. Kucherenko, NIIOSP named after N. M. Gersevanov, NIIZHB named after A. A. Gvozdev, TECTOPLANf, NIISF RAASN, NP AVOK, Santehniproekt, SanTehProekt, VAN Design Bureau, etc. on the basis of a state contract with the Department of Urban Planning Policy of the city of Moscow.
The Center for High-Altitude Competencies invites all interested specialists to participate in a public discussion of the joint venture project.

At the end of the period of public discussion of the document, all proposals for the joint venture received by the Central Committee will be sent to the developers of the document.
It is necessary to specify in the letter:
- Full name of the comment author;
- place of work and position of the comment author;
- section, paragraph of the Joint Venture, in respect of which a comment is sent (in accordance with the table of contents of the draft joint venture);
- links to regulatory documents on the basis of which comments are offered.
