The Ministry of Construction of Russia has approved a set of fire safety rules for high-rise buildings

After the introduction of the code of rules "High-rise buildings and complexes. Fire safety requirements" there will be an opportunity to drastically reduce the number of STU.

The Ministry of Construction of Russia has approved a set of rules "High-rise buildings and complexes. Fire safety requirements". The long-awaited document was developed as part of the implementation of the national project "Housing and Urban Environment" and establishes fire safety requirements for the design and construction of high-rise buildings and complexes.

The set of rules was created thanks to the joint work of a large number of experts: it was possible to develop and assemble in one document standards that include requirements for highly specialized specifications.

The 100+ Forum Russia was created as a space for constructive dialogue between government and business in order to develop existing industry regulatory mechanisms and improve the business climate in construction. Every year, the forum hosts a discussion of regulatory and technical documentation on high-rise construction. At the development stage, forum experts sent more than 800 comments and recommendations to the joint Venture on high-rise and unique facilities.

"This is an example of combining the efforts of departments to create a safe and comfortable environment for people's lives, clear and transparent business conditions. Practical application of the code of rules "High-rise buildings and complexes. Fire safety requirements" will eliminate the need to develop a large number of special technical specifications (STS) to ensure fire safety in the design and construction of high-rise buildings. However, the main importance of the document is that its implementation will ensure the safety of people," said Vladimir Yakushev, Minister of Construction and Housing of Russia.

Prior to the innovation, regulatory documents regarding fire safety in the design and construction of high-rise buildings had special technical specifications (STU) that ensured compliance with the requirements of 123-FZ when designing high-rise buildings up to 100 meters or more. And this:

  1. Exceeding the standard area of the fire compartment;
  2. Exceeding the standard building height;
  3. The presence of a multi-light space (atrium);
  4. Placement of groups of rooms of various functional fire hazards in the volume of the building (fire compartment);
  5. The use of common escape exits (stairwells) for different fire departments with excellent functional fire hazard.

The "Code of Rules " For high-rise buildings and complexes. Fire Safety Requirements" is the first federal–level document regulating fire safety issues in high-rise buildings. All the regulatory documents on this issue that have existed so far (MGSN, etc.) were regional and did not apply to the entire territory of the country. This joint venture will include regulatory requirements for all elements of the fire safety system for high–rise buildings," Yuri Glukhovenko, Adviser to the director of the Federal Autonomous Institution Federal Center for Standardization, Standardization and Conformity Assessment in Construction, commented on the innovation.

The document was developed as part of the implementation of a set of measures to develop a regulatory technical and scientific base in the field of construction in order to increase the level of safety of people in buildings and structures in accordance with the requirements of Federal Law No. 384-FZ dated December 30, 2009 "Technical Regulations on the Safety of Buildings and Structures".
