On October 5, the business program will begin with a large-scale conference "Technical regulation in Construction". Its theme this year is "Adaptation to climate change". He will speak on the topic "Ways to low-carbon and environmentally sustainable construction in Finland".

Mikhail Blinkin, Director of the Institute of Transport Economics and Transport Policy at the Higher School of Economics, PhD. Chairman of the Public Council of the Ministry of Transport of the Russian Federation, member of the Board of the Ministry of Transport of the Russian Federation, Professor Emeritus at the Higher School of Urban Studies. He will speak on the topic "Three scenarios of urban development".

Andrey Volkov, Chief Researcher at JSC SIC Stroitelstvo. He is a five–time recipient of grants from the President of the Russian Federation to support young Russian scientists, doctors of sciences and leading scientific schools (2007-2019) in various areas of the Smart City competence area. He is the author (co-author) of programs, projects, and regulatory documents in the field of scientific foundations of optimal design, construction, advanced information modeling, and effective management of facilities for various regions of Russia. The theme is "Smart City 5.0. The evolution of industrial revolutions".
